NIMBYism and Unintended Consequences

Any time a NIMBY wins a battle, there is often unintended consequences of that win. Sometimes the NIMBY's can end up with something worse than they were fighting against. Sometimes the consequence is a loss of something that could really helped the community in the long run.

In Salt Lake City, the west side of the city suffers from the victim mentality of NIMBY. They see things as a threat to their community because everyone likes to pick on the west side. While the west side did get screwed with the building of I-15 and I-80 that effectively cut them off from the rest of the city and the rebuilding that did not do the right thing and lower the freeway, the will often become their worst enemies by fighting projects that will ultimately help their neighborhood.

A perfect example of this is the Airport TRAX line. One of the plans for the line was to run it down 600 West and service Central Station in west Salt Lake. However, the west side fought against the project because it would have created a viaduct over the existing Union Pacific and Front Runner railroad tracks.

However, the section of the west side that would have been effected by this viaduct is minor. In fact it is actually cut off from the rest of the west side by I-15. In fact we are only talking about a few homes along the street along with a fairly new apartment complex at the corner of 600 West and North Temple.

Now instead of the viaduct, TRAX trains on the Airport will not serve the Intermodal Station at all and instead will continue to travel on North Temple, turn on 400 West and connect up with the existing TRAX lines at South Temple.

Now comes the unintended consequences.

Because there will no longer be a direct connection from the airport to Central Station, the two proposed hotels for the station area will not be built. While they would have not provide a huge amount of jobs, but they would have created new opportunities for economic development in a part of town that desperately needs it. With the addition of the hotels it would have been more likely that Central Station and Gateway could be connected through redevelopment.

However, all is not lost in the Central Station district. The city of Salt Lake does have plans on the books that would redevelop the area between Central Station and the old Rio Grande Station that would also connect those areas to downtown area.

While the west side NIMBY's may have won a battle in their area, in the long run their actions may have actually set back their area a decade or more.

Airport TRAX Line Construction Update

Our construction team for the Airport TRAX Line has partnered with UTA and local businesses to host a booth today through Sunday. We will be on hand to answer questions about construction and upcoming events. Look for us near the rodeo grounds – and don’t forget to take out your frustrations at the dunking booth.

Construction continues on UTA’s Airport TRAX Line. To keep business and traffic impacts to a minimum, this six-mile project has been separated into seven construction “reaches,” or segments, for management and planning purposes. The map below shows each construction reach in a different color, starting with Reach 1 in dark red by the airport and ending with Reach 7 in light green on the east end of the project.

Reach 1

Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of the Airport Access Road to the surplus canal bridge just north of the Wingpointe Golf Course.



Current Construction:

Crews are excavating the east side of 3700 West from 510 North to Gate 13. During this time, lane restrictions will be in place; however, access will be maintained. Driveway and sidewalk reconstruction is also taking place.
Crews continue work on the 24’’ sewer installation. This work is taking place within internal airport lots.
Crews are working the 18’’ storm drain near Terminal 1/Welcome Center.
Work continues on wet and dry utilities along 3700 West. Fiber vaults and street lighting are being installed. Various traffic restrictions are in place for internal airport traffic; however, access is being maintained.
Work continues on cast in place walls (CIP) and excavation of the guideway between the X Bar Bridge and 3700 West.
Beginning Sept. 13 pedestrian traffic will be switched to the east side of 3700 West.


Traffic Impacts:

Right lane restrictions along Bangerter Highway just north of the I-80 off-ramp entering the airport are in place Monday through Friday, and occasionally on Saturday.
A traffic plan has been distributed to the 3700 West businesses. This plan does not affect those traveling to the airport.



Reach 2

Reach Description: Reach 2 extends from the surplus canal bridge just north of the Wingpointe Golf Course along the Airport Access Road fence line to 2400 West.



Current Construction:

· Crews are working on duct bank utility runs from X Bar to 2400 West.

Crews are working on the pedestrian path near Surplus North.
Storm drain work is taking place in this area
Early next week crews will begin work on a 20’’ waterline.



Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction:

Crews are working at the North Temple intersections located at 2200 West and 2400 West.
Traffic signal cabinets are also being installed at these intersections.
Crews have removed a portion of the island between North Temple and Old North Temple, and restoration is in process. Lane restrictions are in place; however, access is maintained.



Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to businesses and governmental organizations will be maintained.



Current Construction:

Traffic signal work, including conduits, pedestals and junction boxes, is taking place at 1950 West and Redwood Road along North Temple.
Work is taking place on the joint trench crossing at three different locations. One crossing is located at Orange Street and North Temple. Various lane restrictions are in place; however, access to businesses is being maintained.
Work is taking place on the southeast corner of Redwood Road and North Temple as crews work on a storm drain. Traffic impacts are expected to be minimal during this phase of work.
Wet and dry utility work is taking place on North Temple between I-215 and Redwood Road.
Crews are removing and replacing curb, gutter, sidewalk and driveways on the south side of North Temple between Redwood Road and I-215.


Upcoming Construction: .

Crews are scheduled to begin sewer sag repairs at Orange Street and North Temple in mid-October. At this time, various lane restrictions will be in place; however, access to businesses will be maintained and signage will be provided. In preparation for this work, various activities are taking place near Orange Street. As we get closer to construction we will meet with businesses in this area.
Work on the Redwood Road intersection has been postponed due to Right of Way (ROW) issues. Preliminary activities will take place but major reconstruction will not occur until spring of 2011. We will meet with businesses prior to construction.
Crews continue to relocate hydrants and water services in the coming weeks. We will continue to meet with the businesses and coordinate any planned interruptions to services.


Traffic Impacts: There are right and left lane restrictions between the I-215 overpass and Redwood Road throughout the day. As work progresses, there will be additional lane restrictions for both east and west bound traffic, although access will be maintained.



Reach 5

Reach Description: Reach 5 extends from just east of Redwood Road on North Temple to the Jordan River. TRAX will be center running and includes a station at 1500 West. Access to the many businesses and office complexes will be maintained.



Current Construction:

The Jordan River Bridge is reopened as the Utah State Fair begins this week.
Crews are relocating gas lines in this area.
Work continues on Garside Avenue as crews demo, grade, and pour the driveway near the KOA property.
There is occasional potholing for dry utilities taking place ahead of construction.
Upcoming Construction:

After the State Fair, additional crews will begin wet and dry utility work.


Traffic Impacts:

Traffic will be limited to one lane in each direction in some parts of this area.



Reach 6

Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running and will include two stations located at approximately 1100 West and 800 West. Access to businesses and the State Fairpark will be maintained.



Current Construction:

Crews are removing and replacing City Creek West between the Jordan River Bridge and 1000 West, although the road will be opened up during the State Fair Sept. 9-19.



Reach 7

Reach Description: Reach 7 is the area where the Airport TRAX Line will connect with the current north/south line at the Arena Station. This reach extends from I-15 to 400 West along North Temple and turns south on 400 West to South Temple. Access to offices and the Gateway will be maintained.

Current Construction:

The North Temple Viaduct re-construction project began April 18, 2010 and will continue for approximately 18 months.
Wet and dry utility relocations are taking place at 400 West to prepare for the City Creek East relocation.

Work is taking place at the Boyer (South Temple) parking lot. Clear and grub activities continue and crews are working on grade, placing sidewalk, and installing lighting conduits.

Crews have begun working on an 18’’ storm drain near 600 West and 100 South. Various lane restrictions are in place; however, access will be maintained at all times.
Crews have completed drilling 16 of the 16 shafts for the new North Temple Viaduct. Work continues on abutments, pier caps, and fascia walls.
Night work is scheduled for the following dates and times for City Creek East relocation and for pouring the abutment caps:
· Saturday, Sept. 18, beginning at 11:30 p.m. until Monday, Sept. 20, at 7 a.m.

Utah State Fair Draws “Uncommonly Good” Crowds

All eyes are on North Temple this week. More
than 50,000 people are expected to visit the
Utah State Fair Sept. 9 to 19. That’s a lot of
people looking for a place to park.

The Fair has been attracting more and more
attention every year for more than 100 years.
Originally called the “Agriculture Park,”
Utah’s legislature bought the 65 acres of fair
property in 1902, with the “Gateway to the
Fairpark,” the entrance to the grounds, being built at 1000
West and North Temple.

After the legislature privatized the State Fair in 1995, it
gave the gubernatorial appointed board of directors a
mandate to make the Fair profitable so it would not need to
be subsidized by taxpayer funds. The board has worked
since then to establish year-round events to facilitate the
annual fair, which highlights all the best that Utah has to offer in agriculture, art,
and even demolition.

With the price of admission, fair attendees can watch the truck pull, participate in
the Odor-Eaters Rotten Sneaker Contest, see the agricultural and livestock
competitions, along with concerts by Boys II Men, MercyMe, Mitchel Musso
(from the Disney Channel’s show Hannah Montana), and country legend Ray
Price. Some events, such as the demolition derby, cost a little bit more. In addition,

“Utah’s Own” Food Court features locally grown and prepared foods for sale. Visit

Airport TRAX Line Construction Update

Construction progress continues on the Airport TRAX Line. To keep business and traffic impacts to a minimum, this six-mile project has been separated into seven construction “reaches,” or segments, for management and planning purposes. The map below shows each construction reach in a different color, starting with Reach 1 in dark red by the airport and ending with Reach 7 in light green on the east end of the project.

Reach 1

Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of the Airport Access Road to the surplus canal bridge just north of the Wingpointe Golf Course.



Current Construction:

Now that girders are in place, crews have begun deck work at South Surplus Canal. This work will continue for the next two weeks.
Wet and dry utility work will begin early next week.



Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction:

Curb, gutter, sidewalk, and wet and dry utility work continues to make its way west.

Old North Temple is currently closed but is scheduled to be paved and re-opened by the end of day on Friday, June 11. We thank businesses in the area for their patience.
In approximately one week, crews will begin removing a portion of the island between North Temple and Old North Temple. Lane restrictions will take place; however, access to Old North Temple will be maintained.



Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to the many businesses and governmental organizations will be maintained.



Current Construction:

Wet and dry utility work is currently taking place on North Temple approaching Redwood Road.

Crews are currently relocating utilities and reconstructing driveways on the south side of North Temple between Redwood Road and 1950 West. There will be lane restrictions, but access to all businesses will be maintained and signage provided.


Upcoming Construction:

On Friday, June 11, crews will be replacing a storm drain lateral at the North Temple and Redwood Road intersection from 8 p.m. to 12 a.m. East-bound traffic on North Temple will not be able to turn left onto Redwood Road during this time.
In approximately two weeks, crews will begin sewer sag repairs at Orange Street and North Temple. Various lane restrictions will be in place; however, access to businesses will be maintained and signage provided. As we get closer to construction we will meet with businesses in this area.

Crews will begin relocating hydrants and water services in the upcoming weeks. As we get closer to this work we will meet with businesses and coordinate any planned interruptions to services.


Traffic Impacts: There are currently right/left lane restrictions between the I-215 overpass and Redwood Road. As work progresses, there will be additional lane restrictions for both east and west bound traffic, but access will be maintained at all times.



Reach 5

Reach Description: Reach 5 extends from just east of Redwood Road on North Temple to the Jordan River. TRAX will be center running and includes a station at 1500 West. Access to the many businesses and office complexes will be maintained.



Current Construction:

Work continues on the south side of the Jordan River Bridge as crews remove sheet pile that was being used to divert water. Next week crews will begin working on the bridge deck. The Jordan River Bridge is on schedule for completion before the Utah State Fair begins in September.
Crews are currently installing a storm drain on the south side of the Jordan River Bridge.
There is occasional potholing for dry utilities taking place ahead of actual construction.
Heavier construction is anticipated to begin throughout Reach 5 in summer 2010.


Traffic Impacts:

Traffic will be limited to one lane in each direction.



Reach 6

Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running and will include two stations located at approximately 1100 West and 800 West. Access to the many businesses and the State Fairpark will be maintained.



Current Construction:

Crews are currently replacing a small stretch of sidewalk on the north side of North Temple between the I-15 overpass and 600 West. This work will take place for approximately one week. A pedestrian walkway will be in place during construction.


Upcoming Construction:

Crews will begin relocating City Creek West from the Jordan River Bridge to 1000 West beginning in early July through late August.


Traffic Impacts: Traffic management is currently in place near the Jordan River Bridge and is limited to one lane in each direction.



Reach 7

Reach Description: Reach 7 is the area where the Airport Line will connect with the current north/south TRAX Line at the Arena Station. This reach extends from I-15 to 400 West along North Temple and turns south on 400 West to South Temple. Access to offices and the Gateway will be maintained throughout the construction project.



Current Construction:

The North Temple Viaduct re-construction project has begun and will last for approximately 18 months. Crews are now nearing completion of the demoltion portion of the work.

Early next week crews will begin work on a gas line at 300 West. This work will be done underground with a boring machine and will not require any driveway closures.
Beginning June 14, crews will start work on drill shafts for the new North Temple Viaduct. This work will take place for approximately three weeks and noise is expected to be minimal.

Wet and dry utility relocations are currently taking place to prepare for the City Creek East relocation.

No night work is currently scheduled for the viaduct; however, if Union Pacific Railroad grants approval for night work we will notify all residents and businesses in the area as soon as possible.

Work nears completion on the second phase of construction at the North Surplus Canal as crews remove sheet pile that was used to divert water. This portion of work is expected to be complete by mid-June.

Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction:

Old North Temple is now closed as crews relocate a power line conduit. This work is anticipated to be complete by the end of next week. During this time all traffic will be detoured to 2200 West.

Crews will begin relocating hydrants and water services in the upcoming weeks. As we get closer to this work we will meet with businesses and coordinate any planned interruptions to services.


Traffic Impacts: There are currently right/left lane restrictions between the I-215 overpass and Redwood Road throughout the day. As work progresses, there will be additional lane restrictions for both east and west bound traffic. Access will be maintained at all times.

Heavier construction is anticipated to begin throughout Reach 5 in summer 2010.


Traffic Impacts:

Traffic will be limited to one lane in each direction.

Reach 1

Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of the Airport Access Road to the surplus canal bridge just north of the Wingpointe Golf Course.



Current Construction:

Work continues on wet and dry utility work along 3700 West. Various traffic restrictions are in place for internal airport traffic; however, access is being maintained.
Crews are currently excavating the guideway between the X Bar Bridge and 3700 West.


Traffic Impacts:

Right lane restrictions along Bangerter Highway just north of the I-80 off-ramp entering the Airport are in place Monday through Friday, and occasionally on Saturday.
A traffic plan has been distributed to the 3700 West businesses. This plan does not affect those traveling to the Airport.



Reach 2

Reach Description: Reach 2 extends from the surplus canal bridge just north of the Wingpointe Golf Course along the Airport Access Road to 2400 West.



Current Construction:

Crews have begun the second phase of construction at the North Surplus Canal. This phase of construction will include diverting the water, de-watering the culvert, excavating and forming the culvert walls and floors. This work is anticipated to be completed by mid-June.
Work continues on the South Surplus Canal as crews prepare for girder placement the first week of May. Right lane restrictions will be in place; however, access will be maintained.



Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction:

Curb, gutter, sidewalk and wet and dry utility work continues to make its way west.



Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to the many businesses and governmental organizations will be maintained.



Current Construction:

Wet and dry utility work is currently taking place on North Temple approaching Redwood Road.


Upcoming Construction:

Night work has been extended until May 14 at the North Temple/Redwood Road intersection. Crews are currently working from 9 p.m. to 5 a.m. at this intersection. This work is completed during nighttime hours to lessen impacts to traffic. Traffic will be limited to one lane in each direction and the following two left hand turn movements will also be restricted:
· No left turns for northbound traffic on Redwood Road heading westbound

· No left hand turns for eastbound traffic on North Temple tuning north at Redwood Road



Traffic Impacts: There are currently right/left lane restrictions between the I-215 overpass and Redwood Road throughout the day. As work progresses, there will be additional lane restrictions for both east and west bound traffic. Access will be maintained at all times.



Reach 5

Reach Description: Reach 5 extends from just east of Redwood Road on North Temple to the Jordan River. TRAX will be center running and includes a station at 1500 West. Access to the many businesses and office complexes will be maintained.



Current Construction:

Work continues on the south side of the Jordan River Bridge as crews begin the second phase of construction, which includes diverting the water and pile driving activities. The bridge is scheduled to be completed before the State Fair begins in September.
There is occasional potholing for dry utilities taking place ahead of actual construction.
Heavier construction is anticipated to begin throughout Reach 5 in summer 2010.


Traffic Impacts:

Traffic management will be in place for approximately eight months near the Jordan River Bridge. Traffic will be limited to one lane in each direction.
Traffic is now switched to the newly constructed north side of the Jordan River Bridge near the State Fairpark.



Reach 6

Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running and will include two stations located at approximately 1100 West and 800 West. Access to the many businesses and the State Fairpark will be maintained.



Upcoming Construction:

To lessen impacts, crews will not be working in this area during viaduct construction, which began on April 18.


Traffic Impacts: Traffic management will be in place for approximately eight months near the Jordan River Bridge. Traffic will be limited to one lane in each direction.



Reach 7

Reach Description: Reach 7 is the area where the Airport Line will connect with the current north/south TRAX Line at the Arena Station. This reach extends from I-15 to 400 West along North Temple and turns south on 400 West to South Temple. Access to offices and the Gateway will be maintained throughout the construction project.



Current Construction:

Beginning Wednesday, May 12, at 5 a.m. through Thursday, May 13, at 9 p.m., 400 West at North Temple will temporarily be closed. During this time crews will demolish and remove the concrete deck over 400 West.
The North Temple Viaduct re-construction project has begun and will last for approximately 18 months. Crews are now demolishing this structure for the next two months.


No night work is currently scheduled for the viaduct; however, if Union Pacific Railroad grants approval for night work we will notify all residents and businesses as soon as possible.

Airport TRAX Line Construction Update

Construction progress continues on the Airport TRAX Line. To keep business and traffic impacts to a minimum, this six-mile project has been separated into seven construction “reaches,” or segments, for management and planning purposes. The map below shows each construction reach in a different color, starting with Reach 1 in dark red by the airport and ending with Reach 7 in light green on the east end of the project.

Reach 1

Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to the many businesses and governmental organizations will be maintained.



Current Construction:

Wet and dry utility work is currently taking place on North Temple approaching Redwood Road.


Upcoming Construction:

Night work has been extended until May 7 at the North Temple/Redwood Road intersection. Airport TRAX Line Construction Update

Construction progress continues on the Airport TRAX Line. Reach 1

Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of the Airport Access Road to the surplus canal bridge just north of the Wingpointe Golf Course.



Current Construction: Crews continue to “pothole” or expose utilities in this reach.



Upcoming Construction:

At the beginning of April, work is scheduled to begin on Terminal Drive, the main entrance of the airport. Lane restrictions will be in place; however, the majority of heavy construction will take place during nighttime hours.
Beginning the first part of April crews will begin all underground work on 3700 West. We will meet with businesses as we get closer to construction.


Traffic Impacts:

Right lane restrictions along Bangerter Highway just north of the I-80 off-ramp entering the airport are in place Monday through Friday and occasionally on Saturday.
A traffic plan is being drafted for the work that will take place on 3700 West. More information will be provided as we get closer to construction.



Reach 2

Reach Description: Reach 2 extends from the surplus canal bridge just north of the Wingpointe Golf Course along the Airport Access Road fence line to 2400 West.



Current Construction:

Work continues on the box culverts at the North and South Surplus Canals. Work is also progressing at the South Surplus Canal and girders are expected to be set in May.
Crews are extending the North Pointe Canal culvert to accommodate the TRAX train.



Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction:

Crews continue with underground utility work on the south side of North Temple near Park’n Jet.
Crews have begun roadway widening activities east of 2200 West on the south side of the street.


Upcoming Construction:

The entrance off of North Temple to Old North Temple will be closed for a few days next week while crews install a waterline. We will meet with businesses prior to this temporary closure.




Traffic Impacts: There are currently right/left lane restrictions between the I-215 overpass and 2400 West throughout the day. As work progresses, there will be additional lane restrictions for both east and west bound traffic. Access will be maintained at all times.



Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to the many businesses and governmental organizations will be maintained.



Current Construction: Storm drain crews are beginning the first phases of work in Reach 4 by “potholing” or exposing utilities to determine tie-in points. Crews are scheduled to begin relocating utilities at the end of March.



Traffic Impacts: There are currently right/left lane restrictions between the I-215 overpass and 1950 West throughout the day. As work progresses, there will be additional lane restrictions for both east and west bound traffic. Access will be maintained at all times.



Reach 5

Reach Description: Reach 5 extends from just east of Redwood Road on North Temple to the Jordan River. TRAX will be center running and includes a station at 1500 West. Access to the many businesses and office complexes will be maintained.



Current Construction:

Progress continues on the Jordan River Bridge. Crews are constructing the bridge half at a time to maintain one lane of traffic in both directions. This work is expected to take place for approximately eight to nine months.
Crews are preparing to install a waterline on the north side of the Jordan River Bridge. A sidewalk will then be poured and traffic will be switched to the north side for the next several months.
Heavier construction is anticipated to begin throughout Reach 5 in winter 2010.


Traffic Impacts:

Traffic management will be in place for approximately eight months near the Jordan River Bridge. Traffic will be limited to one lane in each direction.
Traffic is scheduled to flip to the newly constructed north side of the Jordan River Bridge March 20.



Reach 6

Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running and will include two stations located at approximately 1100 West and 800 West. Access to the many businesses and the State Fairpark will be maintained.



Current Construction: Traffic management extends into Reach 6 due to work on the Jordan River Bridge. However, access is being maintained.



Upcoming Construction: The majority of heavier construction is anticipated in late Spring 2010.



Traffic Impacts: Traffic management will be in place for approximately eight months near the Jordan River Bridge. Traffic will be limited to one lane in each direction.



Reach 7

Reach Description: Reach 7 is the area where the Airport Line will connect with the current North/South TRAX Line at the Arena Station. This reach extends from I-15 to 400 West along North Temple and turns south on 400 West to South Temple. Access to offices and the Gateway will be maintained throughout the construction project.



Current Construction:

Currently, utility work is taking place on 400 West. Work between South Temple and North Temple is expected to last for one and a half months. This section of utility work will be completed prior to the reconstruction of the North Temple viaduct.


Upcoming Construction:

The North Temple Viaduct re-construction project will begin on April 18th and last approximately 18-months. Please see the viaduct construction guide below for detour information.
We will meet with businesses and post more information as we get closer to this work.


Traffic Impacts:

· During the 400 west utility work traffic will be limited to one lane in each direction on 400 West between South Temple and North Temple between 5 a.m. to 11 p.m. Access will be maintained. Please see traffic configuration below.


Between 11 p.m. to 5 a.m. – Traffic restrictions will be in place on 400 West at South Temple.

o Southbound traffic on 400 West will be required to make a left hand turn at South Temple

o Northbound traffic on 400 West will be will be able to proceed through and make right hand turns at South Temple; however, u-turns will not be allowed for Northbound traffic

o Westbound traffic on South Temple will not be allowed to turn left.

County Approves Money for Airport Line

County signs off on funding for airport TRAX line

The Salt Lake County Council formally approved the funding for the Airport TRAX line. It looks like all the pieces are finally coming together after our state legislature decided to give in to the blackmail from Delta.

Jeff Allen was the only dissenting vote saying that he didn't think the airport line was an important enough project.

Now we only have to worry about the FAA. The FAA was instrumental in keeping the Green Line in Los Angeles from actually approaching the airport and could try to kill this project also.

OK, despite the best efforts of our wonderful state legislators (yeah right) we will soon have several new light rail lines plus our commuter rail network running in the next 10 years. So what's next?

The 2015 network will gives us the basic framework of a good transportation system that will start making transit an alternative to the automobile for more of the population.

Today I will look at possible TRAX lines, in future entries I will go over possibilities for Streetcar and expanded bus service.

New TRAX lines and extensions:

-Davis/Weber County line

While FrontRunner provides high speed rail service through Davis County, the light rail line will provide trunk service having more stops and traveling through the heart of Davis county. While UTA has already talked about this route to Centerville, the route should continue to Farmington then via the US89 corridor to Weber State. From here it will make connections to the transit center.

Even though the route is close to FrontRunner, it will provide more frequent stations, and service markets that will not be served by Front Runner.

-Utah County Extension of the Draper Line.

This line should continue to be expanded until it reaches Provo. Yes, FrontRunner will be providing this service starting in a few years, but once again it is a higher speed, fewer stop service. Plus the TRAX line using the former Union Pacific pre-merger line will service the heart of several Utah County cities.

-The Interstate 215 line

This line will be the most expensive line built as it will require sections either being elevated or tunneled which runs substantially more than surface routes.

Like the name says it will generally follow Interstate 215. The route would connect with the University line at Wasatch and South Campus and could provide service both the Medical Center and Downtown then operate via Wasatch, Foothill, I-215, 4500 South, 2700 South, 2100 South Expressway, and Bangerter Highway connecting up with Airport TRAX to service the Airport.

There is several alternatives to routing this line but there is several things this route would do:

-Connect most of the TRAX lines together
-Provide more convenient east-west travel along the south side of the valley
-Provide service to the eastside of the valley.
-Create new marketing dynamics

FrontRunner and TRAX will provide the trunk routes of the transit system. This network will increase ridership and bring in new revenue.

Next time I will go over the next category of the system which will be the streetcars.

Airport TRAX line...

Airport TRAX funds take twisty path

Well it looks like the funding for the airport TRAX line will happen despite the actions of our state legislature.

Once again Bramble showed his stupidity but saying that Airport funds should be used to help improve the airport. I hate the tell the guy this but giving people the freedom to choose how they get to the airport would be an improvement. But I guess Bramble only thinks its an improvement if it funds roads since a large amount of dollars have gone to improve the roads at the airport.

Instead part of the $10.00 fee for registering cars in the county will go this fund. Actually since that money can only go to highways, other money will replace this money and somehow fund TRAX.

In other words we take from here, give to this place, move this over here, and accomplish the same thing that could have been accomplished much easier if our state legislature would stop trying to control everything.

But there is good news, the legislature is out of session until next year...

Bill Passes about Airport TRAX Funding...

The Deseret News has a copy of the article today talking about how our state Senate is trying to rein in on the city of Salt Lake and tell them how to spend their money.

Isn't it interesting that Bramble the Senator from Provo who got this bill passed did not ban the airport from spending money on highways and parking which is were many of the dollars go to.

Now here is the most telling part of the article:

Lawmakers are trying to keep Delta Air Lines happy, in an effort to keep the company's hub in Salt Lake City. Delta Air Lines officials don't want the airport improvement fund raided for light rail, and "I'm not aware of any other industry that is being asked to put a disproportionate share into light rail" said Rob Jolley, a lobbyist for the airline.

"The banking industry hasn't been asked to do that, the real estate industry hasn't been asked to do that," Jolley said.

Then, he sent a clear warning to lawmakers to keep Delta happy, or else.

Isn't there something wrong that the Delta Airline's lobbyist is basically making threats to the state?

So not only do we have the state dictating to Salt Lake on how to spend its money, but you also have a lobbyist for a major corporation telling the state to force a city to do something or else.

If Bamble had any guts, and not just a puppet for this lobbyist he would be making sure that policy is set for what is best for the community, not the threats of a lobbyist.

Interesting that only 12 people showed up to oppose the viaduct. If this was the end of the world for the west side as it has be portrayed to be, you would think that turn out would have been a little higher than this. But then again the Trib articles says "dozens" showed up so which was it?

The decision should not be made on emotions, red herrings like "crime will increase because of the viaduct", or the wants of anti-transit Boyer, it should be what is going to be best for the long term balanced transportation needs of the Salt Lake region.

UTA dipping into cash reserves


Looks like UTA is trying to look like the good guy after several embarrassing public relations blunders over the last few months. How many people knew that UTA was going to cut routes if the tax increase didn't go through because of the food tax cut? I never heard it mentioned, in fact if you look at all the materials from the election, it was a vote for more highway money and that was it.

TRAX on 400 West not 600 West

OK looms for TRAX route

It looks like the Airport TRAX line will indeed go down 400 West instead of 600 West so the westside can celebrate it's victory over a good transportation idea.

While I do like seeing Boyer lose on this one, having the Airport line made a direct connection to the Intermodal depot is vital to building a good balanced transportation system. While the line will still connect with commuter rail at North Temple, the line will not connect with intercity bus service or Amtrak.

While Amtrak is currently a joke (although I do ride it when it works for me) I hold for the possibility in time we will have a well designed intercity rail service in this country.
