Heber Valley needs to start planning now for its future. Otherwise it destined to become like many other communities in the shadow of Park City like areas. As housing prices rise in Park City people will move on to places like Heber causing Heber's prices to go out of the control which is happening.

Eventually the average working class person cannot afford to live their anymore so they have to move even farther away.

This has happened in Aspen, Sun Valley and many others. While the current economic conditions may slow the process, unless something is done for the long term, Heber is destined to become an expensive extension of Park City.
