Sustainability with Survive-ability

When we look at any development project or even a major rehabilitation, we often look at how transit oriented a project may be, or how sustainable the project should be, but how often do we look at how survivable a building will be? The thought of making a building survivable may scare some people, and developers and bean counters will start adding up the cost, but the question is, should we be taking survive-ability into account when looking at projects?

Lets take a look at the Portland, Oregon region. How many buildings in Portland are going to survive the next time the Cascadia subduction zone has a major earthquake? How many people will die because the buildings they live and work in are not designed to handle the stresses of a major earthquake?

Those of us who grew up in Southern California probably don't even bat an eye with the thought of an earthquake. However, the earthquake in Japan last year should be a wake up call. The country of Japan has prepared for years for major earthquakes and tsunami's yet still was not prepared for the devastation caused by twin disasters last year. In fact most experts thought that type of earthquake could not happen in that part of Japan but they were proven wrong.

Of course what are the chances of a major earthquake hitting the Portland area or any area for that matter. The Portland area has been hit by subduction zone earthquakes on a regular basis for thousands of years, we are talking earthquakes of 9+ of the Richter scale. The average between earthquakes is around 250 years although there has been breaks of 500 years between earthquakes but the last one was about 10,000 years ago. When did the last earthquake like this hit the area? In a few days we will pass 312 years since the last major subduction zone earthquake hit.

But lets not look at just the Portland region, any area that is a geological or meteorological hazard site needs to look at survive-ability when it comes to construction zones. Of course let us not forget that one of the worse earthquakes in recorded US history did not occur in the western U.S. but instead in the mid-west and our most recent earthquake hit the east coast.

But other areas of the country are prone to natural disasters on a regular basis and how prepared are we?

The problem is, developers are looking to make the most money (nothing wrong with that except that when it comes into conflict with how safe an area is). In Salt Lake City, or the city of Draper to be exact homes have been built on a hill of sand that is already is causing stability issues for many homes and will be extremely dangerous when an earthquake hits that area. Further developers are allowed to build subdivisions in areas with only one escape route on the side of a mountain so that if a wild fire hits with little warning people may end up trapped with no escape.

Here is a link from the Portland City Club that had a presentation on emergency preparedness. The first presenter is Chris Goldfinger who happened to be a conference when the Japan earthquake hit. The video is about an hour long but offers some interesting insights on what will happen in the Portland region:

The second presenter Chris Higgins (Dr. Doom), makes an interesting observation about a small item that makes all homes safer in the event of an earthquake: The Northridge Valve. It is a device that will shut off natural gas to a home when an earthquake hits. He points out that they are not required in Oregon but our neighbors in California and Washington do require them. A less than $50.00 item that could save countless lives is not required in Oregon.

Few parts of the country are immune to one disaster or another. However, how often do we take survive-ability into account when looking at developments and rehabilitation's?

Construction progress continues on the Airport TRAX Line. To keep business and traffic impacts to a minimum, this six-mile project has been separated into seven construction “reaches,” or segments. The map below shows each construction reach in a different color, starting with Reach 1 in dark red by the airport and ending with Reach 7 in light green on the east end of the project.

Reach 1

Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of the Airport Access Road to the surplus canal bridge just north of the Wingpointe Golf Course. Current Construction: Construction is currently not taking place. Upcoming Construction: Heavier construction is anticipated Summer 2009. Traffic Impacts: Currently, there are no traffic impacts.

Reach 2

Reach Description: Reach 2 extends from the surplus canal bridge just north of the Wingpointe Golf Course to 2400 West. Current Construction: Construction is currently not taking place. Upcoming Construction: Heavier construction is anticipated Summer 2009. Traffic Impacts: Currently, there are no traffic impacts.

Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple. Current Construction: Construction is currently not taking place. Upcoming Construction: Preliminary utility work is scheduled to begin near 2400 West on North Temple on Monday, June 1st. Heavier construction is anticipated Autumn 2009. Traffic Impacts: There will be lane restrictions near 2400 West on North Temple beginning June 1st; however, access will be maintained at all times.

Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West. Access to the many businesses and governmental organizations will be maintained. Current Construction: Construction is currently not taking place. Upcoming Construction: Preliminary utility work is scheduled for the Redwood Road and North Temple intersection beginning in June. Heavier construction is anticipated beginning Spring 2010. Traffic Impacts: Currently, there are no traffic impacts.

Reach 5

Reach Description: Reach 5 extends from just east of Redwood Road to the Jordan River. TRAX will be center running and includes a station at 1500 West. Access to the many businesses and office complexes will be maintained. Current Construction: Crews have completed the first phase of preliminary utility work near 1300 West near Rocky Mountain Power and the KOA. Upcoming Construction: Heavier construction is anticipated Spring 2010. Traffic Impacts: Currently, there are no traffic impacts.

Reach 6

Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running and will include two stations located at approximately 1100 West and 800 West. Access to the many businesses and the State Fairpark will be maintained. Current Construction: Preliminary utility work at the 900 West and North Temple intersection is now complete. Upcoming Construction: Heavier construction is anticipated Spring 2010. Traffic Impacts: Currently, there are no traffic impacts.

Reach 7

Reach Description: Reach 7 is the area where the Airport Line will connect with the current North/South TRAX Line at the Arena Station. This reach extends from I-15 to 400 West along North Temple and turns south on 400 West, proceeding to South Temple. Access to offices and the Gateway will be maintained throughout the construction project. Current Construction: Currently, construction is not taking place. Upcoming Construction: Heavier construction is anticipated Winter 2010. Traffic Impacts: Currently, there are currently no traffic impacts.

UTA is committed to maintaining 24-hour access to all businesses and residences along the construction corridor. We will coordinate with businesses in cases where access may be temporarily limited.

Bangerter Bridge

UPDATED Activity: Crews will be performing work on the Bangerter Highway overpass at approximately 8700 South. Traffic Impacts: The centermost lane in each direction will be closed through 6/9 (Tuesday).

Sugar Factory Area

Activity: Work will be taking place on 2700 West at the trackway located near Sugar Factory Road. Traffic Impacts: 2700 West will be closed at the trackway from 6/10 (Wednesday) until 6/17 (Wednesday). 2700 West will remain accessible at Sugar Factory Road. Please use 3200 West or 2200 West as alternate routes. UPDATED Activity: Work will be taking place on 2200 West at the trackway located near Sugar Factory Road. Traffic Impacts: 2200 West will be closed at the trackway until 6/3 (Wednesday). 2200 West will remain accessible at Sugar Factory Road. Please use Redwood Road or 2700 West as alternate routes. Activity: Utility work is currently ongoing. Traffic Impacts: Shoulder work with possible lane restrictions.

Old Bingham Area

Activity: Eastbound shoulder closure on Old Bingham Highway west of Bangerter Highway through June.

Gardner Village Area

NEW Activity: Crews have resumed work on the bridge at 7800 South near Gardner Village. Traffic Impacts: The centermost eastbound and westbound lanes will be closed beginning 5/31 (Sunday) through June. Activity: Crews will be working on 700 West near approximately 7400 south. Traffic Impacts: The southbound right lane of 700 West will be closed in this immediate area from 6/1 (Monday) to 6/5 (Friday). Activity: Access to Gardner Village from the Jordan River Parkway Trail is closed until August 2009. UPDATED 5/29/09 Activity: Construction on the Jordan River TRAX bridge. Traffic Impacts: A temporary detour began the week of October 13th, 2008 on the Jordan River Parkway Trail near approximately 7500 South. The trail will be intermittently detoured through August 2009. Please be aware that the detour does cross a live railway track, and as such, the detour will be closed daily from 7:00 p.m. to 7:00 a.m. when freight is actively running on the track. Please plan accordingly. UPDATE: The trail is currently open on its regular route. The trail will be detoured on 6/9 and 6/10 from 7:00 am to 4:30 pm to accommodate bridge work. The trail will be open on its regular route outside of those hours.

Cottonwood Area

NEW Activity: Bridge work. Traffic Impacts: Winchester Street is subject to one lane with flagging operations until 6/5 (Friday), and closures on 6/8-6/9. Activity: Crews are continuing access and utility work near 300 West and the intersection of Winchester Street and Cottonwood Street. Traffic Impacts: Shoulder work with lane restrictions.

Reach 3

Reach Description: Reach 3 extends from 2400 West along North Temple to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple. Current Construction: Construction is not taking place in Reach 3. Upcoming Construction: Heavier construction is anticipated Fall 2009. Traffic Impacts: There are currently no traffic restrictions.

Reach 4

Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West North Temple. Access to the many businesses and governmental organizations will be maintained. Current Construction: Construction is not taking place in Reach 4. Upcoming Construction: · Preliminary utility work is scheduled for the Redwood Road and North Temple intersection beginning in June. As we get closer to this date more details will be provided. · Heavier construction is anticipated Spring 2010. Traffic Impacts: Currently, there are no traffic impacts.

Current Construction: Preliminary utility work is anticipated to be completed near I-215 and North Temple next week. Currently, traffic is being detoured to old North Temple down to 2200 West. Once preliminary utility work is finished, traffic will be diverted back to North Temple in its regular manner.



Upcoming Construction: Heavy construction will begin during Spring 2009.



Traffic Impacts: There are lane restrictions near the I-215 overpass on North Temple, but access is being maintained.





Reach 4



Reach Description: Reach 4 extends from I-215 to just east of Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West North Temple. Access to the many businesses and governmental organizations will be maintained.



Current Construction: Traffic management is being maintained just east of I-215 on North Temple.



Upcoming Construction:

Preliminary utility work is scheduled for the Redwood Road and North Temple intersection beginning mid-May. There will be lane restrictions, but traffic will be maintained. Heavier construction is anticipated beginning Fall 2009.



Traffic Impacts: Traffic management for the preliminary utility work extends just east of I-215 on North Temple; however, access is being maintained in all directions.

Upcoming Construction: Preliminary utility work is scheduled to begin at the 900 West and North Temple intersection next week. This work will take place for approximately three weeks and access will be maintained to all businesses.



Heavy construction is anticipated during Spring 2010.



Traffic Impacts: There are lane restrictions on North Temple that extend from 800 West to just east of 600 West. Access is being maintained and we appreciate the businesses and public’s patience during this work.





Reach 7



Reach Description: Reach 7 is the area where the Airport Line will connect with the current North/South TRAX Line at the Arena Station.
This reach extends from I-15 to 400 West along North Temple and south on 400 West to South Temple. Access to offices and the Gateway will be maintained throughout the construction project.

West bound traffic west of 1-215 has been diverted to Old North Temple down to 2200 West for the next two weeks. Access to all businesses will be maintained and flaggers will be on site to direct traffic. Utility work is scheduled at the 2200 West and North Temple intersection for approximately two weeks beginning mid-April.



Upcoming Construction: Heavy construction will begin during Spring 2009.



Traffic Impacts: There are lane restrictions near the I-215 overpass on North Temple, but access is being maintained.





Reach 4



Reach Description: Reach 4 extends from I-215 to just past Redwood Road on North Temple. TRAX will be center running and will include a station located at approximately 1950 West North Temple. Access to the many businesses and governmental organizations will be maintained.



Current Construction: Utility work extends just east of the I-215 overpass on North Temple. Heavier construction is not anticipated until later this fall.



Upcoming Construction:

· Preliminary utility work is scheduled for the Redwood Road and
North Temple intersection for approximately two weeks beginning the second week of April. More details will be provided. There will be lane restrictions, but traffic will be maintained at all times. Heavier construction is anticipated to begin Fall 2009.



Traffic Impacts: Currently there are no traffic impacts.





Reach 5



Reach Description: Reach 5 extends from Redwood Road to the Jordan River. TRAX will be center running and includes a station at 1500 West.
Access to the many businesses and office complexes will be maintained.

Reach 3 – Work continues on North Temple near I-215 as crews relocated a water line from the center to the side of the street.

Airport TRAX line construction update

Welcome!



Construction has begun on the UTA Airport TRAX Line. To keep business and traffic impacts to a minimum, this six-mile project has been separated into seven construction “reaches,” or segments, for management and planning purposes. The map below shows each construction reach in a different color, starting with Reach 1 in dark red by the airport and ending with Reach 7 in light green on the east end of the project.

Reach 1



Reach Description: Reach 1 is the area that extends from Terminal One at the Salt Lake City International Airport on the side of North Temple Drive to the surplus canal bridge just north of the Wingpointe Golf Course.



Current Construction: Currently construction is not taking place in Reach 1.



Upcoming Construction: Heavier construction is anticipated in this Reach during Summer 2009.



Traffic Impacts: Currently there are no traffic impacts. Access will be maintained throughout the construction project.





Reach 2



Reach Description: Reach 2 extends from the surplus canal bridge just north of the Wingpointe Golf Course near the Salt Lake City International Airport along the fence line on North Temple Drive to 2400 West.



Current Construction: Preliminary construction has begun just west of 2400 West on the south side of the road.



Upcoming Construction: Utility work is scheduled at the 2200 West and North Temple intersection for approximately two weeks beginning mid-April. More details will be provided closer to this date, which will also be communicated directly with businesses.



Traffic Impacts: Currently there are no traffic impacts. Access will be maintained throughout the construction project.





Reach 3



Reach Description: Reach 3 extends from 2400 West along North Temple Drive to I-215. This is the reach where TRAX will move from the side of the road to the center of North Temple.



Current Construction: Currently utility work is taking place in the center of North Temple on either side of the I-215 overpass. Crews are relocating a utility line so it will not run underneath the TRAX guideway.



Upcoming Construction: Heavy construction will begin during spring 2009.



Traffic Impacts: There are lane restrictions near the I-215 overpass on North Temple, but access is being maintained.





Reach 4



Reach Description: Reach 4 extends from I-215 to just past Redwood Road on North Temple. TRAX will be center running in this reach and will include a station located at approximately 1950 West North Temple.
Access to the many businesses and governmental organizations will be maintained.



Current Construction: Utility work extends just east of the I-215 overpass on North Temple. Heavier construction is not anticipated until later this summer.



Upcoming Construction:

· Preliminary utility work is scheduled for the Redwood Road and
North Temple intersection for approximately two weeks beginning the second week of April. More details will be provided, which will be communicated directly with businesses prior to construction. There will be lane restrictions, but traffic will be maintained at all times.

· Heavier construction is anticipated beginning summer 2009.



Traffic Impacts: Currently there are no traffic impacts.





Reach 5



Reach Description: Reach 5 extends from just east of Redwood Road on North Temple to the Jordan River. TRAX will be center running in this reach and includes a station at 1500 West North Temple. Access to the many businesses and office complexes will be maintained.



Current Construction: Currently construction is not taking place in Reach 5.



Upcoming Construction: Construction is anticipated to begin during autumn 2009.



Traffic Impacts: Currently there are not traffic impacts.







Reach 6



Reach Description: Reach 6 extends from the Jordan River to I-15 along North Temple. TRAX will be center running in this reach and will include two stations located at approximately 1500 West and 1100 West North Temple. Access to the many businesses and the State Fairpark will be maintained.



Current Construction: Preliminary utility work is currently taking place at the 800 West and North Temple intersection. This work is scheduled for approximately one more week.



Upcoming Construction:

· In approximately one week, preliminary utility work will move
from 800 West to the 700 West intersection on North Temple. This work will take place for approximately two weeks.

· After the utility work is completed at 700 West, preliminary
work is expected to begin for approximately two weeks at the 900 West and North Temple intersection.

· Heavy construction is anticipated during winter 2010.



Traffic Impacts: There are lane restrictions on North Temple at the 800 West intersection, although traffic is being maintained. We appreciate the businesses and public’s patience during this work.





Reach 7



Reach Description: Reach 7 is the area where the Airport Line will connect with the current North/South TRAX Line at the Stadium Station.
This reach extends from I-15 to 400 West along North Temple and turns south on 400 West proceeding to South Temple. Access to offices and the Gateway will be maintained throughout the construction project.



Current Construction: Currently construction is not taking place in this reach.



Upcoming Construction: Heavy construction is anticipated to begin during summer 2010.



Traffic Impacts: There are currently no traffic impacts.

General Information



Access during Construction

UTA is committed to maintaining 24-hour access to all of the businesses and residences along the construction corridor. We will coordinate with businesses in cases where access may be temporarily limited.



Construction Hours

Construction is permitted to take place between 7 a.m. to 7 p.m. Monday through Saturday. Additionally, specific activities may require different working hours depending upon the conditions and will be coordinated with city officials.
